In the early hours of October 29, intense and continuous rainfall caused severe flooding in Phuoc Tan Ward, Bien Hoa City, Dong Nai Province. This was reported to be the deepest flood in the past eight years, affecting hundreds of households in localities such as Tan Lap, Tan Cang, Mieu, and Vuon Dua. Many roads were submerged more than one meter deep, significantly disrupting transportation and leading to more than 3,000 students from Phuoc Tan Secondary School and Phuoc Tan Primary School having to suspend classes. Emergency responders, including firefighting police and local authorities, quickly assisted residents in evacuating and managed flooded areas. Some residents expressed that it was the first time in nearly ten years the water level of the Buong River rose so high, and many could not evacuate their belongings in time. In a private garment factory, the water flooded in but fortunately, the machinery was elevated, allowing the factory to halt operations temporarily. Local authorities also utilized boats to support residents in low-lying areas. In addition to Bien Hoa, several neighborhoods along the Buong River in Gia Vien, Trang Bom, and Binh An in Long Thanh were also severely flooded. Local rescue teams promptly relocated residents to safety.
